The State Water Resources Control Board’s Division of Water Rights (Division) has an exciting opportunity for a Data Management Analyst in the Reporting and Quality Assurance Unit. This unit plays a pivotal role in supporting the UPWARD (Updating Water Rights Data) Modernization project, working closely with the UPWARD team to transition from legacy systems like the Electronic Water Rights Information Management System (eWRIMS) and Report Management System (RMS) to the innovative California Water Accounting, Tracking, and Reporting System (CalWATRS). This effort is transforming how water rights data is collected, maintained, and analyzed, offering a unique opportunity to contribute to a forward-thinking initiative that is shaping the future of water rights management in California.

The Data Management Analyst will be responsible for the following:

  1. Analyzing and processing change of ownership, contact information update and supplemental statement for change request forms submitted by water right owners and diverters.
  2. Responding to inquiries from the public regarding questions about various water rights programs and annual water use reporting.
  3. Communicating Water Rights billing information to the California Department of Tax and Fee Administration to ensure accurate and on-time billing and collection of Water Right fees.
  4. Contributing to process development and organizational change management related to Reporting and Quality Assurance Programs and electronic content management.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial 12-point font , and normal margins.

Include details about any challenges you faced, how you addressed them, and any feedback you received from others who used the procedure.
